Quick answer: For low-cost dental care in Portland, Oregon, start with one of the Multnomah County health center dental clinics, which charge sliding-scale fees based on income, accept the Oregon Health Plan and don't refuse care for inability to pay. OHSU's dental school clinics offer reduced fees, and a few free options exist for people with no insurance or money. If you're on the Oregon Health Plan, dental care is part of your benefits.

When I went through the 21 Portland listings in our directory, 12 were community health centers and 13 listed sliding-scale fees based on income. 15 say they accept the Oregon Health Plan (Oregon's Medicaid program). The rest include two OHSU dental school clinics, two dental hygiene school clinics, two free or charitable clinics, a children's clinic, a hospital dental clinic for children with special needs and a free mobile program. Nearly all are in Multnomah County. Our Portland city page has the full list; here's where I'd start.
